  1. In the history of the Hillside Police Department the position of “Chief” has never been filled using a test!! It’s a waste of taxpayer money to give a test to 3 or less eligible people when under civil service rules any of the top 3 people on the list can be promoted.

  2. When it was convenient for Garretson to have Capt. Panarese doing the job without taking the test she was not only fine with it but she voted to put him into the position and WAIVED the need for him to take the test when she was a Councilwomen under Mayor Menza in 2013. Her excuse of choosing the most qualified person based on those who passed the written test would be acceptable except that she had already voted for him to be given the title without the test. What really makes me laugh is this false sense of her hiring the most qualified people. Has that worked out for her as far as the list of unqualified, incompetant hires she’s made since she took office. Is there any wonder why moral is scrapping bottom for all agencies and buildings and equipment are dangerously falling apart. There is no transparency about her hiring practices nor are bills being paid without being seriously late. I would hope she’d stop wasting time and Hillsides money fighting Chief Panarese and just let him do the job she knew him to be qualified for 4 years ago. Everytime she takes him to court she spends money that can be used to make Hillside safer and for the betterment of the towns people. She’s on a campaign of revenge thats only hurting the taxpayers of Hillside. Here’s your bill taxpayers. More to come.
